PURPOSE: A flame retardant polyurethane foam composition for the insulator of a continuous sandwich panel and its preparation method are provided, to improve adhesive strength, size stability and flame retardancy. CONSTITUTION: The polyurethane foam composition is obtained by mixing a polyol mixture comprising 100 parts by weight of a composite polyol which comprises 57-80 wt% of a polyether polyol, polyester polyol or their mixture, 18.5-37.5 wt% of phosphorus-based, bromine-based and halogen-based solid and liquid flame retardants, 1.0-3.0 wt% of a polyester polydimethylsiloxane copolymer as a surfactant, and 0.5-2.5 wt% of water; 1.0-9.0 parts by weight of a tertiary amine-based and metal-based catalyst; and 5.0-30.0 parts by weight of trichlorofluoromethane, dichlorofluoroethane or their mixture as a foaming agent, with polyisocyanate in the ratio of 1:1.0-4.0 by equivalence.
