PURPOSE: A transmission on uplink dedicated channels and a scheduling method on a downlink are provided to transmit scheduling grant messages for a UE(User Equipment) unless the scheduling grant messages exceed a frame, so that the scheduling grant messages are approved to be transmitted on uplink dedicated channels. CONSTITUTION: Scheduling grant messages starting from an optional time slot of a frame with regards to a downlink channel are transmitted not to exceed the frame. The scheduling grant messages are transmitted on a downlink dedicated physical channel. One scheduling grant message at most is transmitted per frame of the downlink dedicated physical channel. When scheduling uplink dedicated channels in a wireless network, the scheduling grant messages are transmitted such that less than one UE can start transmitting the messages at a time on each uplink dedicated channel.
