PURPOSE: A sound insulating plate used for an interlayer of a building is provided to have sound and thermal insulation effects using a cell of a lattice plate and to bear upper load using a stiffening plate. CONSTITUTION: The sound insulating plate used for an interlayer of a building comprises: a lattice plate(1) having a stiffening plate(2) to have a lattice arrangement structure having a partition wall(5); and a sheet plate formed on the upper part of a cell(4) which is formed on each lattice arrangement structure of the lattice plate.
