PURPOSE: A filter device for canceling an image noise under low illuminance environment and a method therefor are provided to display an image having more clean image quality by producing an input difference image from an input image and canceling a point noise included in the produced input difference images on the basis of a threshold value. CONSTITUTION: A reference difference image producing unit(100) selects the first reference background image and the second reference background image from an inputted image at an interval of certain time difference, and produces a reference difference image indicating the brightness difference of the first reference background image and the second reference background image. A threshold value determining unit(120) determines a reference difference image set by a test value from the reference difference image as a threshold value. An input difference image producing unit(140) produces an input difference image indicating the brightness difference of the first input image and the second input image inputted at an interval of certain time difference. A filter unit(160) filters the input difference image on the basis of the threshold value.
