PURPOSE: A method, a cathode electrode, and a device are provided to reduce processes by integrating a metal converting process and a lithium recovery process, and achieve improved safety of process by eliminating the need of using lithium metal having high oxidative properties. CONSTITUTION: A method manufactures a nuclear fuel metal from an oxide nuclear fuel by using LiCl-Li2O molten salt as LiCl molten salt. A cathode electrode(100) comprises an injection portion(10) for injecting an oxide nuclear fuel(40); an external pipe(20) connected to the injection portion; a porous magnesia filter(30) connected to the external pipe; a solid electrode(50) extended into the external pipe and the filter, and which has a radial blade; and an alumina tube(60) covering the solid electrode, excluding the radial lower portion of the solid electrode.
