PURPOSE: A method for forming a functional porous layer, a method for preparing a fuel cell and an electronic device and an automobile provided with the fuel cell prepared by the method as a power source are provided, to improve power output density and to reduce manufacturing cost. CONSTITUTION: The functional porous layer where a functional material is soaked in a porous material, is prepared by coating a plurality of functional material solutions or dispersion having different surface tension on a porous layer; and controlling the penetration of the functional material to the depth direction of the porous layer by using the difference of surface tension. At least one of a first reaction layer and a second reaction layer of the fuel cell is prepared by coating a plurality of functional material solutions or dispersion having different surface tension on a porous layer comprising a carbon-based material particle, and removing a solvent contained in the solution or dispersion.
