PURPOSE: A method and a billet are provided to prevent defects caused due to a welding process by eliminating rod end welding processes, and allow for ease of manufacture of nuclear fuel rods having a wide variety of sizes. CONSTITUTION: A method comprises a step(S1) of uniformly mixing uranium powder, uranium alloy powder, and base materials; a step(S2) of pressing the mixture; a step(S3) of heating and sintering the pressed powder; a step(S4) of putting the nuclear fuel sintered body into an extruding can, and producing a billet by welding the can lid under a vacuum atmosphere; a step(S5) of pre-heating the billet at a high temperature, and extruding a coating member and a core member through a concentric extruding process; and a step(S6) of recognizing the position of a nuclear fuel core by performing a non-destructive test on the nuclear fuel rod obtained in the previous step, and cutting both ends of the nuclear fuel rod.
