PURPOSE: To shorten remediation period, improve economic efficiency and maximize remediation efficiency by simultaneously directly restoring soil and underground water contaminated with oils and other organic compounds at the spot, and a soil remediation method using the system is provided. CONSTITUTION: The system(100) comprises an air pressurized water generation part(110) comprising a container(112) arranged on the ground having unsaturated soil layer and underground water layer contaminated with oils and other organic compounds, a dissolved pressurized tank arranged in the container, a compressor for supplying compressed air to the dissolved pressurized tank, first guiding pipe for guiding water to the dissolved pressurized tank by receiving water of the outside, and a metering pump on which a circulation pipe is formed to circulate air in the dissolved pressurized tank; a horizontal injection part(120) comprising first pressurized water transfer pipe(122) which is laid under the ground, one end of which is connected to the dissolved pressurized tank, and the other end of which is extended to an outer part of the container, a solution storage tank mounted on an extension part of the first pressurized water transfer pipe and exposed to the ground, and horizontal injection wells(126) a plurality of which are arranged in the unsaturated soil layer, and one end of which is connected to the first pressurized water transfer pipe; a vertical injection part(130) comprising second pressurized water transfer pipe(132) one end of which is connected to the dissolved pressurized tank, and the other end of which is extended to an outer part of the container, and a vertical injection well(134) vertically arranged from an end of the second pressurized water transfer pipe to the underground water layer by passing through the unsaturated soil layer; and an extraction part(140) comprising an extraction well(142) for extracting contaminated underground water as the extraction well is being vertically arranged to the underground water layer by passing through the unsaturated soil layer just as in the vertical injection well, and an underground water treating unit(144) connected to the extraction well to purify the contaminated underground water and transfer purified underground water to the dissolved pressurized tank side.
