PURPOSE: An apparatus and a method are provided to achieve improved safety and operating reliability of a train control system by informing specific environment information of a railroad to a train in advance to the passage of the train. CONSTITUTION: An apparatus comprises an environment information inform unit(20) for detecting railroad line environment information of a specific section, converting the detected information to a binary phase shift keying(BPSK) signal, and outputting the BPSK signal; an inform loop(22) for providing a transmission line for the BPSK signal output from the environment information inform unit; an impedance matching unit(21) interposed between the environment information inform unit and the inform loop, and which matches impedances between the environment information inform unit and the inform loop; an information recognition unit(23) for receiving BPSK signals from the impedance matching unit, demodulating the received signal into the original signals, and outputting the demodulated signals; and an automatic train control processor(24) for processing the demodulated signals output from the information recognition unit, and controlling operation of a train in accordance with the information if the signals are recognized as environment signals.
