PURPOSE: A transmitter of a remote control system is provided to discriminate whether a rolling code can be normally written in a memory without setting a check region in the memory. CONSTITUTION: A battery(9) supplies an operation voltage. A key operating unit(1) receives a command from an operator. A memory(4) stores a rolling code corresponding to the number of times of operation of the key operating unit(1). An adding unit(3) increments the rolling code whenever the key operating unit(10) is operated, and writes the incremented rolling code in the memory(4). A dummy load circuit(5) consumes power as much as the amount equivalent to the amount of power consumption required for writing the rolling code in the memory(4). A writing determining unit operates the dummy load circuit(5) and determines whether to write the rolling code by the adding unit(3) based on a lowered state of a battery voltage caused by operating the dummy load circuit(5).
