PURPOSE: A device is provided to withdraw only sludge from sludge pit of settling tank not being mixed with supernatant, thereby preventing sludge bulking and sludge rising due to sludge accumulation in sludge pit. CONSTITUTION: The device comprises a sludge scraper(4) formed in a settling tank(10) to collect sludge in the settling tank, a sludge pit(20) formed on the one side lower part of the settling tank to withdraw the sludge collected by the sludge scraper(4), a sludge drain means(100) formed on the lower part of the sludge pit and having a fixed outer pipe and a rotary inner pipe inserted in the inner part of the outer pipe and a pump(21) connected by a sludge withdrawal pipe having a sludge valve.
