PURPOSE: To secure economic efficiency and maximally prevent environmental pollution due to waste filled up by separately treating non-recyclable waste contained in the recycled aggregate. CONSTITUTION: The apparatus(700) comprises a first water sprinkler(300) connected to motor support composing belt conveyor to prevent flying of foreign materials such as dust by primarily watering the waste if waste transferred through the belt conveyor is dropped to a foreign material treating device(730); a plate(400) installed on the front surface of the first water sprinkler to guide flying dust and clamped to the side surface of the foreign material treating device by clamping bolts; a foreign material treating apparatus support(710) in which two side supports(712) and inner connection holders(719) are integrally formed in a bent shape, vertical part, inclined part and horizontal part are integrally formed, a flange part(716) is formed at the lower side of the vertical part, and the side supports and the inner connection holders are integrally connected to each other in such a way that the side supports are fixed to concrete base plate with clamping bolts(717) being clamped to the flange part, and the inner connection holders are horizontally installed between the two side supports so that the two side supports are spaced apart from each other in a certain distance; a flying dust separation plate(720) clamped to clamping bolt holes formed on the inclined part of the side supports by the clamping bolts to guide flying dust to the outside; and a foreign material treating device(730) comprising a second water sprinkler, side discharge port(742), blower(734) and electric generator(736), hydraulic vibrator(740) and aggregate classifier(760).
