PURPOSE: A polyolefin foam scrap panel and a manufacturing method thereof using waste materials are provided to allow the waste materials to be utilized as a sound-absorbing member or a heat-insulating member of construction materials, while increasing flame retardancy, maintaining a heat-insulating property for an extended time, suppressing generation of poisonous gases, and prolonging a combustion speed. CONSTITUTION: The polyolefin foam scrap panel(10) comprises: flame retardant polyolefin foam scraps(11); and incombustible inorganic powder(12) applied on exterior surfaces of the flame retardant polyolefin foam scraps(11) to be fusibly adhered together using a heat-pin roller(32) having heat pins(31) or by applying hot wind thereto, the incombustible inorganic powder used as an extinguishing agent.
