PURPOSE: Provided is a device for improving water quality of stagnant waters which is able to maximize the self-purifying capacity of the stagnant water by raising bottom water to the water surface with relatively small energy. CONSTITUTION: The device comprises a driving part (10) having a driving motor and a reduction gear, at least one rotary arm rotated by the driving part, a connection part (30) where a hollow horizontal pipe (31) and a vertical pipe (32) are formed as one body, a fixing member inserting the rotary arm in the horizontal pipe and then fixing them, a plate-shaped wing (50) coupled to the lower end part of the vertical pipe, a rotation-preventing part consisting of at least one lot (61) coupled to the side of the driving part, a fixed body fixed on the waterside and a rope (63) fixing the lot on the fixed body and a floating body (71) equipped at the lower part of the rotary body.
