PURPOSE: An image information processing system and method are provided to prevent a portion that is processed as a motion picture from being processed as a still image when pixel information of a motion picture is identical to pixel information of a previous frame to carry out correct motion estimation. CONSTITUTION: An image information processing system includes an image information memory for storing interlaced-scanned input image information in multiple fields, a reference pixel motion information generator for generating motion information for each pixel in the multiple fields, and an intra-field interpolated pixel motion information generator for generating interpolated pixel motion information from motion information of pixels included in the same field as the field of an interpolated pixel. The system further includes an inter-filed interpolated pixel motion information generator for generating interpolated pixel motion information from motion information of pixels before and after a corresponding interpolated pixel, and an interpolated pixel motion estimator for estimating motion information of the interpolated pixel.
