PURPOSE: A method for measuring and reporting a channel quality in a BWA(Broadband Wireless Access) communication system is provided to enable a mobile subscriber terminal to perform a pilot SINR scanning process for adjacent base stations, thereby carrying out a handover for a changed active base station by corresponding to pilot SINR scanning process results. CONSTITUTION: A BS(1050) transmits a DL(Downlink)_MAP message including a scan report IE(Information Element) to an MSS(Mobile Subscriber Station)(1000)(1011), and transmits an NBR(Neighbor BS)_ADV(Advertisement) message to the MSS(1000)(1013). The MSS(1000) scans pilot SINRs(S1015), and transmits a SCAN_REPORT message including the scanned SINRs to the BS(1050)(1017). The MSS(1000) re-scans the pilot SINRs(1019), and senses that a size order of the pilot SINRs is changed(1021). The MSS(1000) transmits a SCAN_REPORT message including the scanned SINRs to the BS(1050)(1023), and re-scans the SINRs(1025).
