An object of the present invention is to provide a fluidity deterioration inhibitor for a hydraulic cement composition which is capable of preventing deterioration of fluidity over time without causing a delay in setting of the hydraulic cement composition.;A water-soluble vinyl copolymer having a specific two kinds of repeating units at predetermined ratios and having a specific end group and a number average molecular weight of 500 to 20,000 was used as a flowability lowering agent for hydraulic cement compositions.
