PURPOSE: A mobile unmanned camera for measuring the speed of a vehicle is provided to move freely an unmanned camera by forming a flashlight, a camera, and a speedometer with one body. CONSTITUTION: A control portion(20) controls all operations of a system. A system manager inputs and stores a limit speed value into a ROM(26) by using an input portion(30). A speed sense device(22) detects the speed of vehicle and transmits a detected speed value to a speed sense reading portion(23). The speed sense reading portion(23) compares the detected speed value with the stored limit speed value and transmits the detected speed value to the control portion(20) if the detected speed value is larger than the stored limit speed value. The control(20) operates a lighting driving portion(24) and a camera driving portion(27) in order to drive a lighting apparatus(21) and a camera(28). An overspeeding vehicle is photographed by the camera(28). An image of the vehicle is stored into an image storage portion(29). The image is outputted to an output portion(31).
