PURPOSE: A rotation sensing method and a device, a steering device, and a health tool are provided to easily install to other devices by simplifying the structure and reducing an installation space. CONSTITUTION: A rotation sensing method for detecting the rotation property of a rotary body is composed of steps for rotating a disc(110) having first and second patterns(120,125) with different reflection ratios on one side to interlock with the rotary body; irradiating light to the side on which the first and second patterns are formed; receiving the light reflected from the first and second patterns at first and second positions separated at a constant gap; generating a pre-set pulse signal according to the intensity of the light received from the first and second positions; and computing rotation property of the rotary body from the pulse signals generated from the first and second positions. In the pulse signal generating step, first and second pulse signals corresponding to the light reflected from the first and second patterns, respectively, are generated.
