PURPOSE: Provided is an apparatus for treating highly concentrated livestock wastewater using non-toxic media to meet standard of effluent water quality and produce liquid fertilizer. CONSTITUTION: The apparatus comprises a reaction tank (20) connected to a wastewater inflow pipe (21) and a discharge pipe (22); media (30) installed with inclination under water in the reaction tank (20); a micro bubble generator (32) for generating micro bubbles below the media (30) and distributing the micro bubbles toward the media (30); an air circulation device (40) for making wastewater circulates around the media (30); a compartment wall (60) installed in vertical direction in the reaction tank (20) at a side of the reaction tank (20) for dividing the reaction tank (20) into a reaction zone and a sedimentation zone (50), wherein the compartment wall (60) has a sediment return passage (61) at a lower end portion, a suspended solid guide (62) for guiding suspended solids from the sedimentation zone (50) to the reaction zone, and a center passage (63) in the middle portion thereof; a section wall (70) installed between an inner surface of the reaction tank (20) and the media (30) for defining an underwater reaction zone (34) above the media (30); and a line heater (23) installed across the underwater reaction zone (34) for keeping a temperature of the reaction zone (34) constant.
