PURPOSE: A system for issuing and dealing electronic pocket money and a method thereof are provided to offer the rapidness of the dealing like cash, to make parents easily know the dealing particulars, to conveniently give the pocket money, and to restrict the use of the pocket money. CONSTITUTION: The electronic pocket money(10) has an IC chip comprising a CPU, a memory, and a driving part of a smart card. A central control system(20) of an issuing organization such as a bank issues the electronic pocket money(10) by registering and recording the personal information of an issuer or a user, and a number and prices of the electronic pocket money. A member shop system(30) receives the price for an article and a service by reading the electronic pocket money(10), recording the dealing information to the electronic pocket money(10), and storing the number, the electronic cash information, the dealing particulars, and the price in a storing tool.
