A ship-borne emergency oil spill barrier comprises a length of air-filled hose acting as a floatation device for a larger surrounding water-filled hose. The two hoses are deployed from a ship to form an artificial lagoon around an area of oil floating in water. The emergency oil barrier is stored within ship deck containers maintained at readiness for emergency deployment. The inner hose is filled by compressed air from a ship-borne compressor. The outer hose has perforations admitting water to the space between the outer hose and inner hose. The barrier forms a floating curtain whose depth is regulated as required by the ratio of air in the center hose to the volume of water in the outer hose.
