An impedance transformer (14) comprises a phase shifter (20) to change wave resistance values into predetermined ones by applying a potential in an active zone (12) which also controls the transformer. Independent claims are also included for the following: (a) a phase shifter comprising the transformer above;and (b) an operating process for a phase shifter as above
