A cosmetic and/or dermatological composition comprising a water-in-oil-in-water (W/O/W) emulsion contains (a) a specified combination comprising W/O and O/W emulsifiers; (b) an oil phase containing an apolar oil; (c) an aqueous phase containing a polyol; and (d) a nitrogen-containing active material of log P below 3. A cosmetic and/or dermatological composition comprising a water-in-oil-in-water (W/O/W) emulsion contains (a) an emulsifier combination comprising (i) one or more W/O emulsifiers comprising cetyl PEG/PPG-10/1 dimethicone, bis-PEG/PPG-14/14 dimethicone, PEG-30 dipolyhydroxystearate, polyglyceryl-3-diisostearate or PEG/PPG-18/18 dimethicone (0.001-10 wt.% of total emulsion) and (ii) an O/W emulsifier of the bis-PEG/PPG- 16/16 PEG/PPG-16/16 dimethicone type (also 0.001-10 wt.% of the total emulsion); (b) an oil phase containing as apolar oil paraffin oil, cyclomethicone, dimethicone, phenyltrimethicone, polyisobutene, isohexadecane, polydecene, squalane, dicaprylyl ether or polydimethylsiloxane (at least10 wt.% of the oil phase); (c) an aqueous phase containing as polyol propyleneglycol, butyleneglycol, glycerol, dipropyleneglycol, sorbitol or polyethyleneglycol (at least5 wt.% of total emulsion); and (d) a nitrogen- containing active material of log P below 3 (0.0001-10 wt. of total emulsion). An Independent claim is also included for preparation of the emulsion by a one- or two-stage process.
