A system for setting up a semi-mobile data-network (8) which can be used in common by several users, in which the central computer system (1) has an approval module (1d) and the entry point (6a) has a duplicating entry module (9a) which enter into information exchange with the approval module (1d) and which enables data through-switching from at least one end-user device (7a) via the dynamic link (5a) and the local data network entry (4a) to the data network (2) in which the data transmission rate can be influenced or blocked.
