The dispenser has a housing(10) and swivel mounted cover (20) and a pair of rotatable knobs on the cover with engagement elements inside to engage in the toilet rolls. A pair of rotatable spindles (12,14) are mounted on the back wall of the housing aligned axially with the knobs. A slide plate (24) is movably coupled to a rear wall of the housing underneath the spindles to move from one side of the housing to the other thereby releasing one roll of paper on one side and blocking access to the other on the other spindle. An upright plate on the slide plate abuts a non-empty reel on one side and blocks movement to the other side until the reel is empty.
