The system to measure flow speeds of an electrolyte solution (4) in a capillary flow channel (1), and especially in a small flow rate, subjects the electrolyte to a voltage pulse at an electrode (6) site (7) which alters its electrical parameter. The electrical parameter change is detected by a pair of measurement electrodes (2), at a gap (D) from the voltage pulse electrodes in the flow direction. The flow speed is determined by the time difference (11) between the voltage pulse time point (10) and the measurement signal time point (12).
