The system has inlet and exhaust tilt lever shafts, inlet tilt lever arms with ends connected to inlet valves, mounted on the inlet lever shaft so the arms can tilt and that driven by an inlet cam and exhaust lever arms with ends connected to exhaust valves, mounted on the exhaust lever shaft so the exhaust lever arms can tilt and driven by an exhaust cam. The system has an inlet side tilt lever shaft (2), an exhaust side tilt lever shaft (3), inlet side tilt lever arms (5-7) whose ends are connected to inlet valves, that are mounted on the inlet lever shaft so the arms can tilt and that are driven by an inlet cam and exhaust lever arms (31a,31b) whose ends are connected to exhaust valves and that are mounted on the exhaust lever shaft so that the exhaust lever arms can tilt and are driven by an exhaust cam.
