A tool for lifting, and replacing, manhole covers and other road mounted covers has a lever (10) supported by two wheels straddling the manhole cover (20). With the lever in the vertical position a short rigid lifting arm (13) is in a near horizontal position and carries a pendant mounted arm, (14) with a claw grip (21) to secure to the cover. The user pulls the lever to lift the cover, while the wheels roll alongside the cover. For ease of use the operating lever is extended telescopically.
