PURPOSE: To attain the traffic control in response to the traffic increase or decrease and to avoid an unstable state in a satellite communications system where plural peripheral stations have the time division multiplex accesses to a single center station by a slot aloha system. ;CONSTITUTION: In a satellite communication system, plural peripheral stations and a single center station are provided and these peripheral stations have the time division multiplex accesses to the center station by a slot aloha system. Each peripheral station adds the transmission trial frequency to the data to be transmitted, and the center station monitors the sum total of data received in a fixed time and the transmission trial frequency. Thus the center station decides the circuit confusion state and broadcasts this to the peripheral as a traffic level. The peripheral stations transmit again the received data as long as the center station does not confirm the reception of data. At the same time, the peripheral stations generate the random numbers and then transmit the data again after a slot interval equal to each random number. The range of this random number is changed in response to the traffic level.
