The barrier (1) consists of a series of concrete modules that are buried at least partially in the ground near to water, such as a river, lake or sea shore. The modules are hollow, and each one contains a panel (3) that is deployed vertically when the chamber beneath it is filled by the rising water, to which it is connected by underground channels. Each module consists of a horizontal base, two vertical lengthwise walls and two end walls (2c, 2d), with a narrow opening at the top for the rising panel. Each panel has a base that fits inside the module's inner chamber and an upper section (3b) that passes through its narrow upper opening. Adjacent modules are connected by male and female joints, and there are seals between modules and between the panels and module chambers.
