The device has two tie beams into which two extremities of two sets of bars (1, 2) are tightened by bridging a gap between the beams. The beams include spacers (8, 9) to accommodate respective surfaces (4a, 5a, 6a, 7a) of the extremities. The spacers are brought towards each other in a direction perpendicular to a plane (P) containing the edges of the bars. The extremities are tightened between spacers, distinctly parallel to the plane.
