The fastener (1) consists of a spring hook (10) or similar for attaching to the user, a strap in sections, (11, 12, 14), and a connector (15) such as a wire loop for the implement, e.g. a plastic bag welding clamp. Two sections (12, 14) of the strap are joined by a slot-together buckle (16).
