The device has light emitting diodes and a photodiode aligned parallel to diameter of a rotating disk (4) of an indicator. The optical light beam received by the photodiode is processed to deduce number of disk turns. A portion of the disk has an angle (between 45 and 225 degrees) at its center. The diodes emit light beam external to the disk, which includes a mirror reflecting each beam on a trajectory of the disk. An independent claim is also included for a fluid meter.
