The device has signal transmitter (1) placed on risk sites to transmit alert signals in the form of a carrier current into a low and medium voltage power grid (2). Receivers (3) installed within local premises surrounding risk sites receive the alert signals through a grid bias and interpret the signals subsequently. The receivers provide an alert by biasing a siren (13) and a flash lamp (14).
