The device has a tie rod with continuous chain of straight and curved parts formed by steel bars and flexible strips, respectively. The chain follows a curve optimized by calculation based on the construction of a building/a structural work and terminates at one of the ends by an anchorage (42) to the ground and at the other end by an anchorage (41) to the nearest tip of the building/the structural work. The curved parts are provided at the level of passages of the floor of the building/the structural work and the straight parts between the floors. An independent claim is also included for a building or a structural protection against the earthquake.
