The device has a speed reduction mechanism to decelerate rotation of an output shaft (16) in an engine. The mechanism has an input pulley (28) driven by the engine, an output pulley (29) connected to a steering shaft and a belt connecting the pulleys. The belt is a toothed helicoidal belt, and the pulleys are constituted by toothed helicoidal pulleys engaging with the toothed helicoidal belt.
