PROBLEM TO BE SOLVED: To provide an image similarity calculation system for calculating image similarity between a worked image and an original image as a high value.;SOLUTION: This working probability model estimating means 13 calculates such probability that working processing is applied to every local region of an image as local region working probability, and a small region featured value group validity calculating means 14 calculates validity in the similarity calculation of each of the plurality of types of featured values for each of small regions obtained by dividing the image as small region featured value group validity based on the calculated local region working probability. A small region similarity calculating means 121 compares the plurality of types of featured values for every small region obtained by dividing an inquiry image with the plurality of types of featured values for every small region obtained by dividing a reference image by making the small region featured value group validity act, and calculates the similarity of the featured values of every small region.
