PPROBLEM TO BE SOLVED: To certainly ensure identity of a person to be certified and a user not in person-to-person authentication but in transfer of electronic information. PSOLUTION: An electronic certificate issue system 10 includes an electronic certificate creating apparatus 1 installed in a certificate issue organization CI; a time certificate creating apparatus 2 installed in a time certifying organization TC; an electronic certificate verification apparatus 3 arranged in a service providing organization SP; user terminals 4i (i=a, b to n) that users have; and a computer network 5 for connecting those apparatuses. The electronic certificate creating apparatus 1 receives an application request from the user and creates an electronic certificate, and it includes a biological information acquiring part 11 which acquires biological information of the user at the time of the application request; an electronic certificate creating part 12 for creating the electronic certificate on the basis of information (person information) for certifying an application from the user; and an electronic certificate storage part 13 for storing the created electronic certificate.
