PROBLEM TO BE SOLVED: To concurrently accomplish the securement of river surface water in a period of water shortage and the rehabilitation/maintenance of the ecosystem of the river by effectively utilizing provided facilities capable of temporarily storing river water when it rains heavily.;SOLUTION: This water using system is equipped with a retarding basin 1 for temporarily storing the river water by drawing it in, a cleaning means 2 for treated sewage, which is installed in the retarding basin 1, a treated water transfer pipe 3 for transferring the treated sewage in a sewage treatment plant, installed in the downstream side of the river, to the cleaning means 2 of the retarding basin 1, and a discharge means 4 for discharging the treated sewage, cleaned by the cleaning means 2, into the river. When it rains heavily, the rising of the river on the downstream side of the river can be prevented by drawing the river water into the retarding basin 1. In the period of the water shortage, the treated water can be cleaned by the cleaning means 2 which is provided in the retarding basin 1, and discharged into the river.;COPYRIGHT: (C)2005,JPO&NCIPI
