PROBLEM TO BE SOLVED: To provide a monitoring system and so on capable of preventing the occurrence of erroneous report.;SOLUTION: The terminal device 30 is provided with; a terminal-side third position measurement position information acquisition information storage means 150 which measures a present position before passage of a position measurement time interval and stores third position measurement position information acquisition information for acquiring third position measurement position information indicating a third position measurement position in the case that a condition that a first position measurement position is within a movement allowable range and a second position measurement position is on the outside of the movement allowable range is satisfied; a terminal-side movement allowable range inside/outside confirmation information storage means 154 which stores movement allowable range inside-outside confirmation information for determining whether a condition that the first position measurement position is within the movement allowable range and the third position measurement position is on the outside of the movement allowable range is satisfied or not; and a terminal-side report information storage means 156 which stores report information for informing a monitor device 80 in the case that this condition is satisfied.;COPYRIGHT: (C)2006,JPO&NCIPI
