PROBLEM TO BE SOLVED: To achieve amalgamation of a shelter and a subterranean structure, and autonomy of the shelter.;SOLUTION: A disaster-preventive type subterranean structure comprises a subterranean multi-layered structure (4) forming a life space, a shelter (10) joined to the multi-layered structure (4), and a cooling means for cooling the shelter (10). The cooling means comprises a water tank (18) joined to an outer surface of the shelter, and a heat exchanger (21 or 21') for lowering temperature of the hot steam generated in the water tank (18). The heat flow caused by a fire broken in the subterranean multi-layered structure goes up in a partial layer of the multi-layered structure and then goes toward a ground multi-layered structure. It is more dangerous for evacuees to go to the upper layers. The existence of the shelter (10) disposed at a lower layer is definitely effective. The heat exchanger cools an exterior wall of the shelter in a positive manner. To lower the temperature of the inside of the shelter by making the shelter a refrigerating chamber further ensures the safety.;COPYRIGHT: (C)2005,JPO&NCIPI
