PPROBLEM TO BE SOLVED: To obtain a liquid fertilizer in which fermentation progresses sufficiently and having excellent fertilizer activity and nutritive balance by forming relatively high content of nitrogen, especially heavy nitrogen (N15), in a fermentative decomposition process of an organic material in effluent by a fermentation promoting nutrient by subjecting the effluent (thawing water, dissection water, complete boiling water, washing water or the like) which are discharged from a fish-processing site and discharged to the sea at present, to aeration treatment by charging a specified fermentation promoting nutrient consisting of microorganism group or the like consisting essentially of a lipase and a yeast. PSOLUTION: The liquid fertilizer forming relatively high nitrogen, especially heavy nitrogen (N15), is obtained at the fermentative decomposition process of the organic material in the effluent by storing the effluent discharged from the fish-processing site in a tank and subjecting the effluent to the aeration treatment by charging the specified fermentation promoting nutrient consisting of the microorganism group or the like consisting essentially of the lipase and the yeast, and the organic farming using the fertilizer and a liquid fertilizer spraying device are provided.
