PPROBLEM TO BE SOLVED: To inhibit a user or the like from altering stored contents of a vehicle situation at a vehicle accident, and to early analyze a cause of an accident such as a traffic accident. PSOLUTION: After the vehicle accident arises, a locked UIM card is mounted to an accident situation analyzing device. A control section of the accident situation analyzing device transmits an electronic certificate for certificating that it is an accident information management body to a control circuit of the UIM card. On the UIM card side, the control circuit authorizes that the electronic certificate is transmitted from the accident information management body (S8:OK), and then transmits information in the stored contents to the control section of the accident situation analyzing device.
