PPROBLEM TO BE SOLVED: To provide a negative charging type charge control agent and a negative charging toner, in which the decrease in the charging properties at high temperature and high humidity environment is prevented. PSOLUTION: The negative charging type charge control agent contains 0.1 to 20 parts by mass of zeolite mixed into 100 parts by mass of a charge control resin having a sulfonic acid group as a substituent. In the negative charging type charge controlling agent, the charge control resin having a sulfonic acid group as a substituent preferably contains 0.1 to 30 mass% of an acrylamide sulfonic acid unit or an acrylamide sulfonate unit, or contains 0.1 to 30 mass% of a styrene sulfonate unit.
