PROBLEM TO BE SOLVED: To enable a power company to effectively use personnel by easily and quickly assigning employees in accordance with demand for power.;SOLUTION: In seasons with a low power demand, specific power generation facilities are stopped, and a work plan for a repair job is created so as to use excess personnel for operation/security jobs and excess personnel for a work job in the repair job. Employee assignment according to the work plan includes a job point assignment step (S1) of databasing labor force necessary for each job as a job point, a personal ability storage step (S2) of evaluating and databasing each employee's duty ability in each job as an ability point, a requested leave date/time registration step (S3) of databasing each employee's requested leave date/time as leave data, and an assignment step (S4) of a server simulating the assignment of employees scheduled to attend each job so that the sum of ability points of each team meets the job point according to the database, and creating and outputting assignment data.;COPYRIGHT: (C)2005,JPO&NCIPI
