PPROBLEM TO BE SOLVED: To easily and inexpensively enhance combustion efficiency of an internal combustion engine by accompanying oxygen gas 11 and hydrogen gas 12 generated by an intermolecular collision reaction between titanium dioxide molecule and water molecule together with combustion suction air, through the air in hydrogenated titanium dioxide water 1. PSOLUTION: As illustrated, a small reagent vessel of polyethylene 2 is filled with the hydrogenated titanium dioxide water 1, an air pump 4 is driven through an engine rotating speed detection sensor 3 and a control circuit 5, and air 10 is pressed into the hydrogenated titanium dioxide water 1 through a polyethylene tube 6 for an air-pump discharge line and a seal lid 9, thus causing the intermolecular collision reaction between the titanium dioxide molecule and the water molecule inside the hydrogenated titanium dioxide water 1. The oxygen gas 11 and the hydrogen gas 12 generated by the reaction are accompanied with other combustion suction air around a combustion air inlet 8 through a polyethylene hose 7 for delivering oxygen and hydrogen gases and the seal lid 9 for combustion.
