An environmental information receiving means 12 informs an access policy adoption managing means 131 of the policy ID specified based on the information received from the environmental information distributing means 2. The access policy adoption managing means 131 specifies an matching access policy from an access policy storing region 114 for storing one or more access policies based on the informed policy ID and informs an access control managing means 112 in an OS 11 of information for specifying the access policy.
