PROBLEM TO BE SOLVED: To provide a payment system that enables both a payer and a payee to make settlement at ease at the payment of commercial transaction using financial institution accounts.;SOLUTION: The payment system uses accounts opened at financial institution servers in the payment of commercial transaction. A purchaser terminal 102 has an approval information addition part for adding approval information to settlement information about the commercial transaction. The first bank server 106a and second bank server 106b have approval processing parts 216 for setting payments for the commercial transaction transferred to a seller's account according to the settlement information in a state allowing or denying withdrawal according to the approval information. A seller terminal 104 has a withdrawal permission part 148 for allowing the withdrawal only of a payment transferred to the seller's account and is set withdrawable.
