PPROBLEM TO BE SOLVED: To enable fast retrieval/processing by exhibiting the performance of a computer at a maximum without lowering the total performance of the computer, regardless of the performance of an external storage device. PSOLUTION: A storage caching type computer 31 is equipped with a CPU 32, a local memory 33 which is connected to the CPU 32, and the external storage device which is connected to the CPU 32 via a main bus 34, and the local memory 33 has a storage block cache area 33d where cache data which are temporarily saved are fixed; and the CPU 32 samples frequencies of data accessed in the external storage device 35 in a fixed sampling time by numbers of the data stored in the external storage device 35 and fixes data having a corresponding number in a local memory 33 when the frequency of the sampled data meets a fixation condition for fixing the cache data temporarily stored in the local memory 33.
